The Office for Criminal Justice Reform is a cross-departmental team supporting all criminal justice agencies in working together to improve the service provided to the public.

The Home Office, Ministry of Justice and Office of the Attorney General lead the reform process jointly at a national level through the National Criminal Justice Board.

OCJR also provides guidance for 42 local criminal justice boards.

Its goal is to fulfil the National Criminal Justice Board’s vision of what the criminal justice system should look like in 2011.

Strategic plan

The Criminal Justice Strategic Plan 2008-2011 sets out how agencies in England and Wales will work together to create a justice system that:

  • is effective in bringing criminals to justice, especially for serious offences
  • engages the public and inspires confidence
  • puts the needs of victims at its heart
  • has simple and efficient processes

Key goals

The key goals for the criminal justice system are:

  • to improve the effectiveness and efficiency of the system
  • to increase public confidence in its fairness and effectiveness
  • to increase victim satisfaction with the police, and victim and witness satisfaction with the criminal justice system
  • to consistently collect, analyse and use good quality ethnicity data to ensure people are treated fairly
  • to recover at least £250m of assets acquired through crime by 2009-10
