The second phase of the criminal records regime review has been submitted to ministers who, following careful consideration, have announced a formal government response of the whole review.

In October 2010 the Home Secretary commissioned an independent review of the criminal records regime. The review was carried out in two phases to look at how criminal records are accessed and how they are recorded and managed.

The second phase of the review contains a number of recommendations regarding the future administration of criminal records.

The review led by Mrs Sunita Mason, the government’s independent advisor on criminality information management, also recommends that further work should be commissioned by Ministers to “review and update the cross-Government strategy for improving the international exchange of criminal records.”

The first phase of the review, which was conducted in parallel with a thorough review of the Vetting and Barring Scheme, was submitted in February this year. The first phase focused on issues concerned with the extent and demands of pre-employment vetting systems and the role of the Criminal Records Bureau.
