Access to communications data - respecting privacy and protecting the public" is a consultation paper about how communications data is used by a range of public authorities to protect the public from crime. The paper describes their necessary and proportionate requirements for access to communications data and explores how those authorities might come within the regulatory framework provided by Chapter II of Part I of the Regulation of Investigatory Powers Act 2000 (RIPA) for public authorities' access to communications data.
