Managing Offenders, Reducing Crime: A New Approach
A new approach is needed for dealing with offenders. The objectives of the system must be clear.
- Offenders should be punished for their crimes.
- The public needs to be protected.
- Persistent offenders should be punished more severely and face increasing
restrictions on their liberty. - Offenders should be given the appropriate help to reduce re-offending.
To achieve this, the system for dealing with offenders should be based on a number of core principles, which build on the Criminal Justice Act.
