Limit on non-EU workers

In the coalition government agreement, it's clear that we will introduce a limit on the number of non-EU economic migrants coming into the UK.
 
What I've announced today is two things. First of all, a consultation on how that limit should be operated and what that limit should be - and I've asked the Migration Advisory Committee to recommend what the annual limit should be and we'll be consulting with business and others about how to operate the system.
 
And secondly, in order to ensure that we don't have a rush of applicants before that annual limit comes in next year, we're going to have an interim limit over the coming months which will be set at five per cent below the figure it was last year.
