Every
year just under 2 million people are arrested by the police. A study
conducted in 1993-4 (Home Office Research Study 185) found that
in three-quarters of cases, arrests were made as a result of a reaction
to information e.g. from the public or through the police
control room. Twenty-four per cent of arrests were the result of
"proactive" policing either as a result of surveillance
or enquiries, or stop and search procedures.
